how do you help someone who cannot talk

One of the inmates cannot quite manage to talk.  He will come up to one and try to communicate,  but nothing really happens.  Very sad.

He is friendly with the lady who cannot hear.

It is as if talking by himself or you, just block all his abilities.

I feel it would be easier to write him short notes, rather than talk to him.

The staff basically use the two extremes, that is force or ignore, which probably makes his condition even worse.

Do I pass him a piece of paper, with 'please read to
my notes, and write back if you want to.  You may find this more manageable' 

He can write on the notes given to him, or find some writing material himself.

The staff could use this method.  And become slightly less intimidating as a result.

I have no idea why he is as he is.  And I would probably query anybodies answers.
